The new tariff remedies shortcomings of the previous tariffs, especially for companies. Until now, there were separate CT 8 for paper copies and CT 9 for digital copies. In addition, there were special rules for large companies from a certain number of positions, which varied by sector, the so-called total number of copies, which ignored digital copies and required a declaration of paper and copy volumes that was difficult to verify. For the media monitoring royalty, several quantity details for the individual media monitorings had to be declared.
The tariff now distinguishes between a basic royalty per full-time position and a media monitoring royalty (additional royalty). As before, there is an additional teaching royalty for teaching, which is based on the number of participant hours (CT 8 refers to the tariff for schools, CT 7, for this). The fourth royalty concerns copying service providers for third parties.
For the basic royalty, there are three royalty rates for sectors with statistically fewer copies (level 1, the entire industrial/trade sector and certain sectors in the services/retail sector, CHF 3.20 per position), with statistically more copies (level 2, most sectors in the services/retail sector, CHF 5.20 per position) and with statistically relatively many copies (level 3, selected sectors in the services/retail sector, CHF 8.20 per position). For large companies, the royalty from the 1001st position onwards is always CHF 3.20.
As before, there is a minimum royalty in the basic royalty (now CHF 32 instead of the previous CHF 46.50). And as before, there is a threshold for certain sectors – now simplified and standardized up to 14 full-time positions. The threshold means that a user who falls below it has to pay a royalty of CHF 0 (that is, no royalty).
The media monitoring royalty is also based on the number of full-time positions, but only for positions with access to one or more media monitorings. The media monitoring royalty is CHF 4.50 per position with access.
Capping of the basic royalty and the media monitoring royalty: To avoid sudden increases, a transitional regulation was found for the entire duration of the tariff. From a royalty of CHF 100, all users are capped at 110% of their royalty for the year 2020, both for the basic royalty and for the media monitoring royalty.
Declaration: The simplified tariff makes additional contracts between ProLitteris and users unnecessary. Instead, all companies declare the current number of positions annually. ProLitteris has developed a standard reporting form and receives users’ reports in the ProLitteris portal.
